Registration and identity
Field teams register households on their own devices, against forms your administrators define. Each household is issued a single reference number that carries through every later stage.

Cards and offline verification
Each household holds a printed card carrying a signed QR code. Verification runs on the device itself, with no connectivity required at the distribution point.

Distribution rounds
Rounds are composed, approved and executed under segregation of duties. Every collection is recorded with its method, its operator and its time.

Reconciliation and reporting
Payment files returned by the bank or hawala agent are matched on the reference number. Nothing is written to the register until the batch is committed.
One reference number, from registration to reconciliation
Staff, banks and hawala agents each transliterate a name differently, so Hawaij never matches on names. Every household is issued one reference number — printed on the card, signed inside the QR code, and the only key the payment file reconciles against.
Data protection as a control, not a policy statement
Holding this data must not add to the risk the people in the register already carry.
The card carries a reference, not a record
A reference number and a signature — no name, no telephone number, no address. A card recovered by a third party discloses nothing about the person who held it.
Access is scoped to the project
Permissions are granted per project and per role, so a transfer leaves no residual access behind. Every read and every write is attributable.

Built for the last mile
Operates without connectivity
Records are written to the device first and synchronize when a connection returns. An interrupted request loses nothing.
No installation
The system runs in the browser. No application store, no hardware to procure, no rollout to manage.
Paper where paper still works
Cards print eight to an A4 sheet. Where a camera cannot read a code, the reference is entered by hand and recorded as a manual verification.
